Grade 29 - $83,731.78 - $ 107,021.90

Summary
This position conducts inspections on new construction, alterations or repairs of commercial, industrial and residential buildings in accordance with ORS 455.150(3).

Distinguishing Characteristics
Work is performed with considerable independence using sound judgment and a high level of integrity, under the general supervision of the Community Development Director and under the direct supervision of the Building Official. The Building Inspector III reviews plans and construction documents and requests revisions when necessary. Provides information, maintains supporting office records, and issues notices of code violations. Responsible for maintaining State specialty code training records.


 

Essential Duties:



  • Performs timely inspections on new construction, alterations or repairs for compliance with building, electrical, mechanical and plumbing or related code requirements.

  • Enforces the State Building Code by providing guidance on code compliance, licensing requirements and enforcement procedures to protect the health and safety of residents.

  • Provides plan review services for residents in a timely manner and identifies design issues in conflict with the State Specialty Codes.

  • Provides consistent interpretation of the codes to contractors and property owners.

  • Reads and interprets complex building plans, engineering calculations, site surveys, project specifications and drawings.

  • Projects range in size from residential to industrial structures.

  • Maintains current technical resources consisting of State Statutes, Rules, Interpretations, and code amendments. Communicates such information to Department staff, contractors, and community members.

  • Reviews plans and construction documents for code compliance. Maintains good working relationships with contractors, residents, staff and other agencies.

  • Analyzes and solves problems both in person and on the telephone.

  • Regular attendance is an essential function of the position.

  • Performs other duties as assigned that support the overall objective of the position.


     

    Knowledge and Skills
    Knowledge to administer State of Oregon Building, Electrical, Mechanical and Plumbing Codes in a fair and consistent manner. Knowledge of construction and inspection of commercial, industrial, and residential buildings. Knowledge of structural design, engineering mathematics, and soil engineering. Engineering principles related to materials and design concepts of structural, electrical, and plumbing systems, and/or the construction of residential, commercial, and institutional buildings.

    Abilities
    The ability to perform various aspects of the job, including the ability to communicate effectively. The ability to interpret and evaluate plans, specifications, and engineering drawings. Ability to analyze problems, identify alternative solutions, project sequences of proposed actions, and implement recommendations in support of goals. Must maintain harmonious relations with employees, customers, and community partners.

    Physical Abilities
    Ability to work under uncomfortable outdoor conditions, in all kinds of weather, for extended periods of time. Ability to walk on uneven ground or rough terrain, stoop, bend, crawl and climb ladders. Ability to work in an office with substantial time at a desk and using a computer, telephone, and other office equipment. Ability to lift and carry 30 pounds. Position requires a post offer physical capacity test based on duties in this job description.

    Education and Experience
    High School Diploma or equivalent supplemented by extensive training in the Electrical Trade and/or Building Inspection & Plan Review. Minimum 5 years in related field including 1 year of administrative responsibility.

    Licenses and Certificates
    Must possess Oregon Driver’s License in good standing as driving to job sites is an essential function of the job, Oregon Inspector Certification, Electrical Inspector (EI) certification or ability to obtain their EI certification, and a combination of five inspector/plans examiner certifications. Preferred certifications: Residential Structural (CAS), Residential Plans Examiner (CAX), Residential Plumbing (CAP), Residential Electrical (CAE), Commercial Structural (CAS) and Commercial Mechanical (MIA) or Commercial Plans Examiner (PEA) with five years of experience, or combination of residential and commercial certifications with five years of experience.


     

     

     

    Salary 
    Grade 28– Inspector III A - Oregon Inspector Certification, Electrical Inspector (EI) and Combination of five Certifications. Preferred Certifications are; full Residential Certifications (CAS, CAX, CAE and CAP), Commercial Structural (SIA), and Commercial Mechanical (MIA) or Commercial Plans Examiner (PEA). 
    Grade 28 – Inspector III B - Oregon Inspector Certification, Electrical Inspector (EI) and Combination of six Certifications. Preferred Certifications are; full Residential Certifications (CAS, CAX, CAE and CAP), Commercial Structural (SIA), Commercial Plans Examiner (PEA), Commercial Mechanical (MIA). 
    Grade 29– Inspector III - Oregon Inspector Certification, Electrical Inspector (EI) and Combination of seven Certifications. Preferred Certifications are; full Residential Certifications (CAS, CAX, CAE and CAP), Commercial Structural (SIA), Commercial Plans Examiner (PEA), Fire and Life Safety Plans Examiner (PEF) and Commercial Mechanical (MIA). 

    Other certifications and experience may compensate for preferred certifications. 

    Working Conditions
    Work is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet awkward materials.

    Probationary Requirement
    This position is based on the successful completion of a nine-month probationary period.
